Two more people have been arrested in connection with a theft at London's Heathrow Airport where 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area on suspicion of theft and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. They both remain in custody, the force said.

These detentions come after an investigation into an assault at the multi-level parking garage at Terminal 3 this past Sunday. Before the attack, a pair of female travelers had stolen from them their luggage after getting out of a car park lift.

A three-year-old girl was one of the those hurt during the incident. Five people were taken to the hospital for treatment and have since been released.

Police arrested a man in his thirties on suspicion of theft and assault near the scene. He was subsequently released under investigation as the investigation proceeds.

Authorities were alerted at approximately 08:10 GMT after reports came in regarding a number of people injured by a noxious substance thought to be an irritant spray.

The attack - an event that police said was a standalone incident and not being treated as terrorism - resulted in delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
